OMB gives agencies new considerations when buying AI

The Office of Management and Budget (OMB) has released a new memo outlining considerations for federal agencies when acquiring artificial intelligence (AI) technologies. The memo focuses on three key areas:

  1. Proactively managing AI risk and performance

  2. Promoting a competitive AI marketplace

  3. Creating structures to govern and manage business processes related to AI acquisition

The guidance aims to help agencies responsibly adopt AI while managing associated risks. It emphasizes the importance of interoperability, transparency, data portability, and intellectual property rights to ensure vendor competition and avoid lock-in. The memo also calls for increased coordination between agency leaders like CIOs, CAOs, CDOs, and Chief AI Officers.

OMB developed this guidance based on feedback from over 60 comments received through a request for information. The memo is part of fulfilling requirements set by President Biden's executive order on responsible AI from October 2023.
