Meta Expands Facial Recognition Test to UK After Regulatory Approval

Meta is expanding its facial recognition technology test to the United Kingdom after receiving approval from local regulators. The expansion, announced Wednesday, extends two tools that were initially launched internationally last October but were notably absent from the UK market.
The tools include a feature designed to combat scams that misuse celebrity likenesses and a verification system to help users regain access to compromised Facebook or Instagram accounts. According to Meta, the UK rollout comes "after engaging with regulators" in the country, which has recently embraced AI development more broadly.
"In the coming weeks, public figures in the UK will start seeing in-app notifications letting them know they can now opt-in to receive the celeb-bait protection with facial recognition technology," Meta stated. The company emphasized that both the celebrity protection feature and the "video selfie verification" system for account recovery will remain optional for users.
While Meta is expanding these features to the UK, there's no word yet on plans for deployment across the rest of Europe, another key region where the facial recognition tools have not yet been introduced.
When initially launching these features in October 2024, the company made clear assurances about data usage. "We immediately delete any facial data generated from ads for this one-time comparison regardless of whether our system finds a match, and we don't use it for any other purpose," wrote Monika Bickert, Meta's VP of content policy.
The rollout comes as Meta significantly increases its investments in artificial intelligence across its platforms. Beyond these facial recognition tools, the company is developing large language models, integrating AI throughout its products, and reportedly working on a standalone AI application. It has also increased lobbying efforts related to AI regulation while positioning its own AI applications as non-threatening.
Meta's history with facial recognition has been complex. The company recently agreed to pay $1.4 billion to settle a lawsuit alleging inappropriate biometric data collection. In 2021, Facebook shut down its decade-old facial recognition system for photos after facing legal and regulatory challenges across multiple jurisdictions. At that time, the company retained its DeepFace model, noting it would be incorporated into future technology—potentially including the current tools.
The targeted approach of addressing specific problems like celebrity impersonation and account recovery appears designed to build acceptance for facial recognition features in a way that avoids previous controversies. For years, Meta has faced criticism for failing to prevent scammers from using celebrities' likenesses in fraudulent advertisements for questionable investments and other schemes.
