Canadian law enforcement agencies are increasingly deploying artificial intelligence to combat crime, creating what experts describe as an "arms race" between police and criminals. While this technology offers significant benefits, it also raises serious ethical concerns about privacy and bias.

The RCMP's National Child Exploitation Coordination Centre exemplifies this dual nature. Investigators now use AI to scan suspects' hard drives for abusive material, a task traditionally performed manually with significant psychological impact on officers. "The less time they can spend looking at this stuff, the better for their mental health," explains Cpl. Philippe Gravel, an investigator with the centre.

Police forces across Canada are embracing various AI applications. Ontario police use facial recognition to compare mug shots with surveillance footage. New Brunswick officers generate reports from body camera recordings. The RCMP is developing tools to decrypt phones in criminal investigations. Edmonton Police Service is creating AI systems for transcribing recordings and linking related cases.

Despite these advancements, ethicists warn about potential human rights violations. Anais Bussières McNicoll from the Canadian Civil Liberties Association criticizes facial recognition technology for privacy concerns, saying it reduces people "to a walking license plate" by collecting biometric data without consent.

Daniel Escott, a research fellow studying AI regulation, notes that while law enforcement is "very optimistic" about AI's potential, tools like facial recognition and predictive policing algorithms have been criticized for disproportionately impacting racialized communities.

Previous AI integration attempts have faced setbacks. In 2021, the Privacy Commissioner of Canada found the RCMP violated privacy laws using Clearview AI's facial recognition software, which had scraped billions of internet images without users' consent. Toronto police later admitted using the same technology without informing leadership.

AI ethicist Renee Sieber raises concerns about bias, pointing to technologies like ShotSpotter in the US, where predominantly Black neighborhoods are significantly more likely to see police deployed based on unconfirmed alerts compared to white areas.

Advocates are calling for legislative oversight. Although Ontario has adopted legislation for government AI use, critics say it lacks detail and contains exemptions for law enforcement and national security.

What makes this crucial: UBC law professor Benjamin Perrin urges caution, saying that while AI could improve safety, regulation is needed: "Just because something is very effective does not mean that we should do it."
